Patrick George Cowley Brown was born in Singapore and came to Canada in 1926 with his family. He studied under Frederick Varley at the Vancouver School of Art, and then studied at the H. Faulkner Smith School of Fine & Applied Art, where he won two scholarships. He was an official war artist during the Second World War, serving in the Royal Canadian Air Force, depicting west coast RCAF stations, and also the construction of the Alaska Highway. He was living in Vancouver in 1945.

He had a solo exhibition at the Vancouver Art Gallery in 1947, and a solo show in Victoria in 1950. He also exhibited with the B.C. Society of Fine Arts in their 39th Annual Exhibition in 1949. Later that year he submitted four drawings to the B.C. Graphic exhibition at the Vancouver Art Gallery, two of them were selected for the exhibition and two disqualified. He was living on Gabriola Island at the time.

He later moved to Ottawa, where he exhibited with the Canadian Group of Painters.

He died in Ottawa in 2007.
