J. Peter Frank was born in St. Gall, Switzerland in 1903. He studied in Switzerland and Germany. He exhibited his artwork in Hanover, Germany, Montreal, and Vancouver. He was a free lance artist. His artwork included pen and ink drawing, painting in watercolour, and work as a craftsman using weaving, embroidery design, and painting on silk.

He showed his work in the B.C. Artists annual exhibitions in 1936, 1937, 1939, 1946, and 1956. Entry forms indicated that he was living in Port Alberni, although WWNA noted that he was living in White Rock in 1941.

B.C. Vital statistics on-line notes that a Peter Frank died in Surrey on June 18 1965 at the age of 62, possibly the artist. As well, Bernard Peter Frank died in Surrey on March 9 1980 at the age of 39, possibly a son.
