Lillian Clarke Sweeney was born in Winnipeg, Manitoba. She lived in Victoria from 1904 until her death in 1961.

She exhibited work with the Island Arts and Crafts Society from 1912 to 1927.

The 1921 annual IACS exhibition catalogue noted that she was an Instructor in "Water Color, Modelling and Pastels" at 521 Linden Avenue, listed as Mrs. W.H.P. Sweeney, phone 2150.

She exhibited work at the Vancouver Art Gallery in the 1933 Vancouver Island Exhibition.

The IACS List of Exhibitors noted that Sweeney was working at the Deco Art Studio in Victoria where she was a partner with Margaret Kitto and later Dora Donogh. The studio produced "decorative art, pictures, calendars, novelties of all kinds, lamp shades to order" at the Union Bank Building.
