Ceely Horan was born in Vancouver. Her father was from France, and her mother from Scotland. She was a student at the Vancouver School of Art from 1935 to 1936, receiving a second year scholarship, and attended the school's summer camp on Savary Island in 1935.

E.J. Hughes did a lovely etching of Ceely on the beach at Savary Island, refer to E.J. Hughes Paints British Columbia, page 15, for a full-page reproduction of this print.

She married Ernest Gaston in Vancouver on June 30, 1941. She died of cancer at Lions Gate Hospital in 1967 at the age of 47. The death certificate noted that she had been a "housewife at home" for the previous 26 years.
