Phyllis Peters was born in North Vancouver. According to her 1948 marriage certificate, her father was Miles Grosvenor Peters, born Dover, England, and her mother was Katharine Elizabeth Lowe, born in Chester, England. The certificate noted that Phyllis was a 33-year old Anglican spinster, workkng as an Interior Decorator, living at 1032 Nicola Street in Vancouver's West End. She married Cyril Monk, a divorced 36-year old Anglilcan Stevedore and Cargo checker, born in Margate, Kent, England. The marriage certificate notes that this marriage was "dissolved at Vancouver, B.C. on September 28, 1951."

She had a solo exhibition of watercolours at the Vancouver Art Gallery in 1947.

She also exhibited her work in the 1948 Stanley Park in Pictures exhibition at the Vancouver Art Gallery.

She showed her work in the annual B.C. Artists exhibitions in 1942, from 1946 to 1951, and in 1953, all held at the Vancouver Art Gallery.

She was a member of the West Vancouver Sketch Club from 1957 to 1959.
