LeRoy Jensen was born in Vancouver in 1927. He attended the Vancouver School of Art from 1948 to 1949. In 1962 he was living in Kelowna.

He exhibited with the B.C. Society of Fine Arts from 1951 to 1953, and from 1956 to 1957. He taught at the University of British Columbia for three years, and also at the Banff School of Fine Arts.

In 1977 the artist was living in Vancouver.

He was affiliated with the Limners in Victoria for a while. Although he isn't apparently mentioned in A Passion For Art (1996), a book on the Limners by Patricia Bovey, he is seen on page four of the book in a 1985 group photograph taken at Elza Mayhew's studio.

In 1989 Hackett was one of 97 artists who took part in the Western Canada Wilderness Committee's project to paint the Carmanah Valley. Each artist had one work published in a large book, along with a brief biography and an artist statement. In 2005 he was living on Saltspring Island.

In 2009 he was included in the second volume of The Unheralded Artists of BC series published by Mother Tongue Publishing. Refer to this book for additional exhibition listings and biographical information about the artist.
