Jessie Innes was born in Revelstoke. Her father, Andrew Mowat Innes, was employed there as Chief Clerk for the C.P.R. Innes had lived there since at least 1910. Both of her parents were from Scotland. The family moved to Vancouver and in 1914 were living at 5 - 7th Avenue East, Andrew employed as Chief Clerk for the Superintendent's Office, C.P.R. From at least 1915 to 1920 they were living at 1682 Robson Street, and by 1925 they had moved again, to 2045 West 14th Avenue.

Jessie entered the Vancouver School of Decorative and Applied Arts in 1929, and received her diploma in 1933. She was living with her parents the whole time.

In 1934 she had a studio at 1087 Bute Street, along with a number of other artists and art teachers, including Fred Varley, Jock Macdonald, Maud Sherman, Maisie Robertson, and Vera Weatherbie.

She later entered work to a B.C. Artists exhibition, the entry form stated that she had "lived in B.C. since 1913". There is no record of her work being exhibited.

Andrew Mowat died on November 16, 1937 at the age of 56. Two years later Jessie was still living on 14th Avenue when she married John Murray, a 27-year old carpenter, in Vancouver on September 9 1939. She was 27, her employment noted as "telephone operator - railway."

She died in Vancouver at UBC Hospital in 1998 at the age of 86. She was widowed at the time, her occupation noted as "teacher - education." Her son, Robert Murray of Cobble Hill, was the informant on the death certificate.
