Jess Hetherington was born in Vancouver in 1930. She was a precocious art student, taking early training under Fred Amess. She met artist Harry Webb (q.v.) in 1950 while attending the art school. She would have been a graduate from the school except that she was unable to pay a $50.00 fee for the certificate (per manuscript). They married, and had a daughter Adrienne in 1957.

She exhibited her artwork in the 1947 B.C. Artists exhibition at the Vancouver Art Gallery. She was living in Vancouver at the time. She had work in the 1938 B.C. Artists exhibition, with her first name given as Bessie.

She submitted one wood engraving to the 1949 B.C. Graphic exhibition at the Vancouver Art Gallery, the self-portrait wood engraving was selected for the exhibition.

She was active in the Vancouver arts scene throughout the 1950s and 60s.

Webb died of lung cancer at age 80.
