BRITISH COLUMBIA ARTISTS |
1. League in existence since 1920 - nine years.
2. League responsible for the founding of the School of Decorative and Applied Arts - which has flourished, and now requires larger quarters.
3. League has also sought to aid in securing an ART GALLERY for the City, and has MEANTIME CARRIED ON CONTINUOUSLY a "Temporary Gallery," in which it has not only provided exhibitions and lectures, but given accommodation for the exhibitions of various local Art organizations.
4. In the League and its Executive, earnest citizens, actively interested in Art and in community development along cultural lines, have from year to year kept up their personal work through the League, in the hope that an awakened "community spirit" would sooner or later ensure progress.
5. Hitherto the League Executive has always been heavily handicapped for lack of funds - the annual allowance or "grant" from the former Vancouver City Council being little better than nominal - considering the League's unsecured opportunities of service - and even inadequate to enable the Executive to take advantage of various Picture Exhibitions offered, to say nothing of initiating greater enterprise along such lines locally.
6. Within the past year the League Executive had almost despaired of getting suitable central quarters for even a Temporary Gallery. Thanks to the practical co-operation of the Management of the Hudson's Bay Company, the present Gallery was obtained, rent free, and the Executive was thereby encouraged to plan a progressive programme of differing Exhibitions, culminating in the present Loan Exhibition of Water Colours.
7. Even under such improved conditions, however, the continuance of a progressive progamming will largely depend on the manner in which the new and enlarged Vancouver City Council reviews the situation this year and the amount it decides to assign for the annual grant next year. There are those who believe the time is ripe for the Council to assess at least a fraction of a mill on the rates for such work and kindred cultural services.
8. In that connection, one point that might well be stressed is that the B.C. Art League aims not only at action towards Art interests, but wishes to work for the general cultural development of the community life of the city and province. Its Executive is out for co-operation with all who put community welfare before personal or sectional ambitions.
