Unknown man standing beside statue

This image is from the City of Vancouver Archives, but the man is not identified. The image was in a collection of information about sculptor Charles Marega that was assembled by Peggy Imredy, and was perhaps part of Marega's own personal collection of photographs. If so, it may be that Marega created the statue that the man is standing beside. Perhaps not. The date is not given. The rather baronial-looking building in the background should be identifiable, how many buildings have moose horns and heraldic shields mounted on the exterior walls?
