Charles Frederick Barker was born in London, England in 1875. After arriving in B.C. he was a pupil of John Innes and John Radford. He exhibited his work in Victoria, Vancouver, and Toronto. He was a painter in oil and watercolour.

He exhibited in a number of the Vancouver Art Gallery's annual B.C. Artists' exhibitions, and lived in Victoria and Vancouver at the time.

He died in Victoria in 1953 at the age of 80, according to B.C. Vital Statistics on-line.
