Barbara Barber was born in Brantford, Ontario in 1873. She studied art at Moulton College, a girl's school in Toronto. She married in 1912 and moved to Regina, Saskatchewan. She was a landscape painter in oil.

She was a founding member of the Federation of Canadian Artists in 1941.

She exhibited in 1945 and 1946 at the B.C. Artists annuals exhibitions at the Vancouver Art Gallery. She was living in Vancouver in 1945. She died at Regina Beach, Saskatchewan in 1966.
